Elizabeth Sheppard Hopley was born Elizabeth Sheppard in December 1866, to Reverand Thomas J. and Margaret Sheppard. She graduated from Bucyrus High School before attending Shepardson College in Granville, Ohio, in the early 1880s and then the Chicago Mission Kindergarten Training School. Hopley also taught at both the Chicago Mission Kindergarten Training School and Shepardson College. She married James R. Hopley in November 1893.
In 1903, Hopley was the only woman speaker at the Ohio Centennial celebration in Chillicothe, Ohio. She authored and championed a 1912 amendment to the Ohio constitution that permitted women to hold membership and serve on all boards of the state, county, and city in where the interests of women and children were concerned. Hopley was also involved in local social movements and clubs such as the Ohio Federation of Women’s Clubs, the Altrurian Club, and the New Era Club. She was directly involved in the founding of the Girls Art Club and Crocus Junior Club, both in Bucyrus, Ohio.
Elizabeth Sheppard Hopley died in December 1922.
